The EDF work programme 2025 has been published

The European Defence Fund (EDF) work programme for 2025 has been published, featuring various topics distributed across different calls. Companies, research institutions, and universities can use this opportunity to develop new technologies and products for defence, thereby strengthening European defence capabilities. This contributes to the industrial competitiveness of the EU. From mid-February 2025 until 16 October 2025, it is possible to submit EDF applications for the different topics.

Who is eligible for the European Defence Fund grant?

Companies, universities, and research institutions can benefit from the European Defence Fund grant scheme. Collaborations must consist of at least three independent parties, each established in a different EU Member State. For projects focused on disruptive technologies, smaller consortia are possible. In these cases, there is a requirement of at least two different parties from different EU Member States.

Topics and calls EDF 2025

The EDF 2025 work programme covers a total of 33 different call topics, divided into 7 thematic calls and 2 non-thematic calls. Both research topics and development topics are addressed in various calls for the following subjects:

  • Defence medical support, CBRN, biotech and human factors
  • Information superiority
  • Advanced passive and active sensors
  • Cyber
  • Space
  • Digital transformation
  • Energy resilience and environmental transition
  • Materials and components
  • Air combat
  • Air and missile defence
  • Ground combat
  • Force protection and mobility
  • Naval combat
  • Underwater warfare
  • Simulation and training
  • Disruptive technologies

EDF 2025 grant budget

In 2025, a grant budget of no less than € 1.065 billion has been made available. Each topic has its own budget for research and development projects. The three topics with the largest budgets are:

  1. Ground combat: € 192 million for research and development
  2. Space: € 115 million for research and development
  3. Air combat: € 103 million for research and development

For each project application, you can receive a minimum of 20% of the eligible costs subsidised. Depending on the type of project, this can rise to 100%.
